Justification: The office will receive ICPE in 2022. The exercise will serve the purpose of evaluating the performance of the office in the three outcomes areas of the current CPD. The result of the ICPE will inform the development of the new CPD which will start in 2022. As per the plan, the crucial stage to collect evidence to develop the new CPD is going to be during the 2nd and 3rd quarter of 2022. The draft of the new CPD is expected in early 2023. Due to this, the office does not see value added to conduct Outcome evaluation in 2023. Hence, the office would like to make adjustment to the original evaluation plan, by dropping this outcome evaluation. This adjustment was also supported by the Government Coordinating Agency, Council of Development of Cambodia (CDC) who was the delegated government agency endorsing the CPD. CDC shared the same view that there is no value to conduct the similar evaluation exercise, and that will overload national stakeholders.
