Justification: MLF is independent from and operate in different basis also from the GEF. For MLF projects there are no requirement for Annual PIR, MTR and TE. For MLF: - the equivalent to the PIR are the Tranche Progress Report, which is delivered to the MLF Secretariat every time we request a new tranche for the project (in case of India, every two years, as per defined in the Agreement) - there is no MTR nor equivalent type of report since the MLF is based on compliance (performance related to chemicals phase out). And this performance achieved is already yearly monitored by the MLF through the Country Programme Reports that the MOEF&CC delivers to the ExCom. For this reason a project does not need to be revised in its mid term. - finally, the equivalent to the TE would be the Project Completion Report (PCR) that we need to deliver 6 months after the completion date of the project (also specified in the Agreement). - Management Response:
