Subject: Extension of End Date of Final Evaluation of LADP III in ERC (Project/Output: 116195/113449)
1. Background:
The purpose of this Note-to file is to document the reasons for the extension of the end date for the final evaluation of the LADPIII project in the UNDP evaluation ERC.
The LADP III project was designed for the operational period of 01/01/2019 – 31/12/2022 but was later extended to 31 March 2023. The LADP III project was jointly implemented by United Nations Development Programme (UNDP) and United Nations Human Settlements Programme (UN-HABITAT).
Ms. Nahla HASSAN-FOUAD was hired in 27 October 2022 through a competitive process as “International Consultant for the Final Evaluation”, Contract no: - IC-088-22.
The completion of the evaluation was delayed because her assignment with our UNDP FFS project was extended by over 2 weeks, leading to a delay in the start. Subsequently, the Iraqi Visa for the consultant was delayed so she was not able to travel for the field data collection that will enable the draft and final evaluation report on time.
In addition, the LADP III received 3 months no cost extension that gave flexibility to extent the duration of the final evaluation so that the consultant can collect adequate amount of data across the 9 partner governorate to produce a well-informed evaluation report.
Conclusion:
In light of the above, extension of the end date of the LADP III Final Evaluation to 31/03/2023 is required to allow for the completion of the review and finalisation of the draft evaluation report.
