Justification: The evaluation is cancelled to transfer it to the new CO Evaluation Plan 2021-2025. Initially the evaluation was planned to be completed in December 2020. Given the late start related to difficulties to recruit the international consultant due to COVID, the evaluation was extended to March 2021 upon approval of GEF Portfolio Manager, RTA and CO sr.management. CO managed to get the evaluation team on board, both international and national consultants at the start of March 2021. Alongside the project requested UNDP-GEF Unit to extend the project till end of April to complete the evaluation. The project extension was approved by RTA in mid of March. Thus, CO needs the additional 1 month, till end of April, to complete the evaluation and finalize the management response. This is approved by GEF Portfolio Manager and CO management. As the evaluations in current CO Evaluation Plan 2016-2020 are not allowed to be extended beyond March 2021, CO kindly requests to cancel the evaluation to get it completed in 2021-2025 Evaluation Plan. This evaluation will be added to the new plan 2021-2025 by CO.
