Justification: Spotlight project is a joint project and evaluations are managed by the spotlight secretariat in HQ with no major role from the CO. The midterm assessment commissioned and funded by the spotlight secretariat using EU ROM assessment methodology does not fulfill evaluation criteria and therefore, could not be considered as an evaluation. Because of that, as well as the fact that the part managed by UNDP is below UNDP requirements for a midterm evaluation, CO in consultation with the regional bureau recommends cancelation of the evaluation from the evaluation plan.
