Justification: The Terminal Evaluation will be managed and funded by the Spotlight Secretariat which is not clear by when the TE will be conducted and therefore, hard for CO to plan an evaluation. The second phase of project will only start in July, therefore CO in consultation with the regional bureau propose cancelation of the Terminal Evaluation from the CO evaluation. If Spotlight Secretariat plan a final evaluation in future and implementing agencies role is clear in the process, an evaluation will be added to the CO plan as Evaluations commissioned by donors and UNDP evaluation policy will be followed.
