Justification: The UNDP Rule of Law team has highlighted that donors recently completed two third party monitoring and evaluation reports on Rule of Law. In addition, an e-mission from HQ has also provided an in-depth analysis of the rule of law projects and programmes which is now being reviewed by SRSG. It will therefore be a challenge to get resources to support a thematic evaluation while on the same breadth it might lead to stakeholder exhaustion since the questions might be similar. Donors are also pushing for a Joint Justice Programme specific evaluation and given that it is the larger of the projects, we are kindly requesting for approval of cancellation of the thematic evaluation. Three projects that were meant to be part of the thematic evaluation will not be evaluated in 2021 given the time frame. However, each of the projects has had some of form of review, which we will be used to inform decisions as below: • SSR – review took place in Nov 2020 • JPP: mid term evaluation has taken place in August 2021 • PCVE will only have a lessons and learning documentation which was presented by the independent consultant at the last PCVE PSC.
