The Project Management Unit should undertake revision of the project results framework in order to have measurable indicators and realistic end-of-project target values. The revised logframe should be put for approval by the Project Board.

The Project Management Unit should ensure that the next PIR includes justification of rating of progress towards the Project Development Objective from the Government Implementing Partner and the GEF OFP.

The Project Management Unit should ensure that information is recorded on relation of the trainings to the project Outcomes and data from evaluation of training activities is collected and included in the project implementation reports

UNDP CO in cooperation with the Government should consider approach for ensuring sustainable building of national institutional capacity and expertise for transparency work through gradual reduction of independence from external support

2. Recommendation:

Detailed questionnaires will be prepared and disseminated during each training/meeting/workshop. Due to COVID19 pandemic, probably majority of the meeting and training will be virtually organized, therefore the questionnaires will be prepared and completed online.

Under the project methodologies, procedures and guidelines (MPGs) for national MRV system are being developed with clear roles and responsibilities of each institution in the MRV system. Moreover, recently adopted Law on Climate Change, provides important legal background for sustainability of the MRV system within the national institutional capacities

PIU and communication teams of UNDP and MoEP 2021/12 Completed Various awareness raising and information sharing events were conducted during 2021 including above mentioned trainings and workshops on MRV system establishment. One of the biggest events ahead of UNFCCC CoP 26: Serbia’s Climate Talks was organized in September 2021. This event included more than 30 panelists and more than 300 participants (in person and online) covering governmental institutions, business sector, academia, CSOs and international organizations.
