Justification: Final Evaluation of the Second Phase Regional Programme on Local Democracy in the Western Balkans (ReLOaD2) scheduled for December 2024 is to be cancelled (and this was already cleared with IRH in 2023). Justification: In the agreement between the EU and UNDP, it was decided that the Final Project Evaluation of the ReLOaD2 programme would be consolidated with the EU-commissioned Strategic Evaluation encompassing both ReLOaD phases. Recognizing that the EU's comprehensive Strategic Evaluation coincided with UNDP's scheduled final evaluation, it was mutually decided that the EU's evaluation would serve as the Final Evaluation of the ReLOaD2 programme. UNDP actively contributes to the co-design and implementation of this evaluation process. This approach effectively mitigated duplication of efforts and resources, as well as minimized redundant stakeholder contacting and interviews. The allocated budget for the evaluation, totaling USD 53,650, was reallocated towards other programmatic objectives. Correspondence with EU is available as evidence.
