Justification: On 24 February 2022, the full-scale war in Ukraine was launched. Considering the urgent need of the government for enhanced crisis coordination support, the RESURFACE project was extended until December 2022 and reoriented its activities to avail the support to the government. At the same time, due to the situation in the country, the key beneficiaries and stakeholders of the project became largely unavailable. Some of them were evacuated or relocated within the country, while others moved to other posts with the government. Taking into the account the issues with data collection, availability of beneficiaries, stakeholders and partners as well as the changing priorities of the government, it was concluded that RESURFACE project evaluation design was no longer responding to the needs of the Country Office and the interested parties. As such, the project evaluability has changed. The relevancy of the evaluation has decreased for stakeholders, due to the changed political, social and security context, which also impacts the data availability and the possibility of implementation and use of the insights that could be provided by evaluation. In accordance with the requirements of the UNDP Evaluation Guidelines, he cancellation of the RESURFACE project evaluation was endorsed at the Project Board meeting that took place through an exchange of emails dated 25 July 2022 between UNDP in Ukraine and the Government of Ukraine.
