Justification: This project has been severely impacted by the covid in the country to the extent that quite some of the planned activities were changed. In light of the relatively less budget reserved, the PSC has decided to do a smaller-size project "assessment" rather than an evaluation. Neither the budget nor expenditure exceeds the evaluation threshold thus technically an evaluation is not mandatory for it. This is not a VF project either. The decision is made by the PSC, and reiterated on the regular working level meeting with the IP (CICETE). The BRH has been duly informed with this change. Thanks for the kind understanding and approval.
