Justification: Year 1 implementation was delayed; equipment acquisition to clear Sargassum is not expected until Q4 2023 to Q1 2024. It has also come to my attention that only one evaluation was budgeted, therefore it may be more prudent to budget for a Final evaluation and have an “assessment report” produced in March/April 2024 to track the progress with an emphasis on lessons learned/course corrections required if needed.
