Recommendations
Establish a programme level monitoring system for the next programme based on programme success indicators and interim targets.
Revise subproject monitoring procedures and report formats to greatly simply data collection and analysis. The checklist approach used by CARDI should be considered for emulation.
Establish activity-based payments schedules for non-infrastructure subprojects.
Institutionalize information sharing and problem solving meetings among all implementing partners at all project offices. Document the issues discussed at these meetings and provide reports to programme management.
Clarify responsibilities and simply steps for monitoring and follow up actions. Clarify responsibilities and simply steps for progress report assessment, particularly for INGOs, focusing responsibilities at the level of the concerned project office.
