Justification: JUSTIFICATION: There was no budget for Evaluation in the first phase of the Network of Local Governments Project the budget was well below the threshold for a mandatory evaluation. Additionally, the two phases of the project were run back-to-back, with no time gap in between to allow for a formative evaluation or to explore where funds could be allocated to support the design of the second phase. The two phases of NLG were budgeted at USD 1,701,899.52 and USD 1,105,216.48 respectively. The collective budget for the two phases is below the USD 3m threshold for mandatory evaluations. As some elements of the NLG also complement UNDP work under a larger EU funded project, relevant evaluation questions will be merged into the end of project Evaluation for DAILL in 2024. The NLG projects two phases were conducted back-to-back during a very dynamic period of change and developments in the political participation stage in Jordan. It would not have been possible to undertake the evaluation as the project in its second enjoyed a high degree of dynamism in response to national and local demand in agreement with the donor and the beneficiaries.
