Comments: The aim of the study is to evaluate the efficiency and the impact of all the funding for Roma communities from 1996 to 2004. The study has been funded by the UNDP within the 2004 "Implementation and Monitoring of the Strategy for the Improvement of the Roma Situation" project. Since knowing the progress made in the improvement of the Roma situation is important for all parties involved, the evaluation will allow the future programs and projects to better focus on the fields that need more attention. Objectives of the evaluation: a) Analyze the institutional context in which public policies and strategies, as well as programs and projects are developed for the improvement of the Roma situation in Romania; b) Identify the leading donors for projects and programs aiming to improve the situation of the Roma; c) Analyse the social interventions in Roma communities, and the sustainability of their results.

1 Starting from the Strategy for the Improvement of the Roma Situation,a priority should be to synchronize the efforts of various donors to target their domains of interest.
2 Support for the Roma youth's vocational training and specialization to work in both private sector and public institutions. This should be preceded by a research on most advantageous professional niches for the Roma, so as to provide focus for vocational training and retraining. In this sense, it is useful to directly work with Roma organizations and with the local structures responsible for the implementation of the Strategy.

Further programmes of UNDP will be preceded by meetings and prospective research on priorities for funding available from donors, and will seek to complement and create synergies between those identified.
