1 The challenge to VLA of providing "value" and motivation to its members stems from its lack of a strong identity and organizational profile.
2 VLA's hierarchical organization with a rather top-heavy management structure and a wide, but largely passive membership base distributed throughout the country
3 Methodology of the law-commenting should be improved, and the organizational structure should be made more effective in gathering, processing and directing the law and policy inputs from the membership
4 Thorough assessment of user-need for legal aid to be conducted to develop an Action Plan for VLA central and provincial on legal assistance to the poor and disadvantage
5 It is recommended to continue and strengthen cooperation with university mobile clinics to continue to develop better forms of conducting mobile clinics and in particular to develop experience, materials and forms of interaction with clients.
6 To improve dissemination techniques, continued interaction with universities and professional providers of legal aid, including also international organizations is recommended.
7 VLA continue to carry out mobile legal aid at prisons and correctional institutions to gradually develop ways of providing legal advice more independent of the prison authorities and with the aim of obtaining access to advising inmates on an individual basis without the presence of prison guards, or, at a minimum.
