1 Finding 14. UN agencies competent in the themes of the NYS have not been actively involved with implementation or monitoring of the NYS. UNICEF and UNIFEM have provided financial resources to the Youth Leadership Centre .Other UN agencies such as UNFPA and WHO extend assistance to the youth under their own programmes. Agencies such as the ILO and UNESCO should have been approached for their technical and management contributions especially in the areas of youth counseling, income generation and programmes for youth with special needs.

Management Response: [Added: 2009/12/02]

The evaluation was conducted in 2007. With some resistance from the implementation partner, UNDP could not get other UN agencies involved in the project implementation. However, currently (2009), the UNDP is in the process of developing another phase of the project and is actively seeking the involvement of UNICEF and UNFPA. The country office has also explored the possibility of a ESCWA mission to support this process.
