Assistance of the HCY and YSF
The project was approved in April 2003. The main objective is building the institutional and human resources capacities and capabilities of the newly created Higher Council for Youth (HCY) and the National Youth and Sports Fund (YSF) to specifically serve the youth in the economic, social and recreational spheres .To attain this goal, new reorientation through organizational, procedural, networking, human resources and management information systems restructuring would be introduced in the HCY, YSF, youth directorates, the Youth Leadership Development Centre (YLDC) and youth centres. Formulation of a National Youth Strategy (NYS) (2005 - 2009) with nine theme and plans of action , would guide the emphasis on youth participation in national and community development. An investment strategy and an investment unit would direct the resources needed for responding to economic, social and recreational demands of the youth.
The project commenced its technical tasks in December 2003 and is scheduled to terminate in December 2008.
Findings
1. National commitments in terms of provision of top leadership support , funding , amendments and / or substitution of legal instruments and regulations pertaining to the HCY, the YSF and related institutions have been met.
2. The outputs produced by the project are significantly large, aligned with project objectives and efficiently coordinated. The issue is the degree of utilization of the project results.
3. The major achievement of the project to date is the formulation of the National Youth Strategy (NYS) (2005 - 2009) and its nine themes and plans of implementation, coordination and monitoring.
4. Implementation of the restructuring programme of the HCY, the YSF, youth centres, and the youth leadership and development centre which would have equipped these institutions to proficiently execute their mandates with respect to implementation of the National Youth Strategy has not fully occurred although the necessary studi

The evaluation was conducted in 2007. With some resistance from the implementation partner, UNDP could not get other UN agencies involved in the project implementation. However, currently (2009), the UNDP is in the process of developing another phase of the project and is actively seeking the involvement of UNICEF and UNFPA. The country office has also explored the possibility of a ESCWA mission to support this process.
