1 1. Establish the Promoting Democratic Governance programme?s Outcome at an Appropriate Level and Establish Measurable Indicators of Progress and Achievement The Programme needs to be restructured along a hierarchical line of project activities, project outputs, project outcomes and their proper link to the Country Programme outputs and outcomes. In this manner, the Programme?s Outcome will, according to its hierarchy, relocate itself to a more appropriate level. The Programme also needs to incorporate measurable indicators of progress and achievement including baseline data and targets.
2 2. Focus and Tighten up the Programme?s Category of Interventions The Promoting Democratic Governance programme needs to focus its category of activities as well as its level and location of interventions in order to deliver optimum results and increase efficiency & effectiveness.

Focus Capacity Building Interventions on Institutional Capacity Building Objectives and define them with measurable Baseline and Target Indicators The Promoting Democratic Governance programme needs to ensure that its capacity building interventions focus on institutions rather than on individuals. The Programme needs to be able to establish through verifiable indicators its success in building institutions and refrain from focusing on numbers of individuals whose capacity it has built as its indicator of achievement.

Formulate a Programme Document for Promoting Democratic Governance as an Area of Concern of the UNDP Indonesia Country Programme The Promoting Democratic Governance Programme needs to drawn up a programme document to maintain its course towards the achievement of its objective. The document needs to include a situational analysis of the environment of the Programme?s areas of interventions. It also needs to be equipped with, at the very minimum, a risk analysis, an output production strategy, a stakeholder analysis, a partnership strategy, and a gender mainstreaming strategy or a gender action plan.

Taking into account lessons learned from previous Country Programme Document (CPD), formulation of the current CPD and CPAP were done by stressing the importance of strong hierarchial alignment between activities, output, and outcome at the project and programme level. In addition, the Country Office has set Result Based Management trainings as priority learning programme to address capacity gaps in porgramme design, implementation, monitoring and evaluation.

Review and approval process of new programme/projects will be done by scrutinizing the hierarchial alignment between projects and programme. Morevover, monitoring and evaluation will be shifted from activities level into outcome level monitoring.

A new tools will be installed to ensure inclusion of cross-cutting issues. Capacity gap on the programme design were acknowledged and responded by adopting the Result Based Management (RBM) trainings as prioirty learning agenda.
