Summary
The Programme's main goal was reduction of poverty by means of economic and social policies conducive to the improvement of people's living standards. Specific policy objectives included promotion of employment, targeted social assistance, access to education, primary health care, housing, transport infrastructure and utilities, participation of the poor in state decision-making and their improved access to information. The Programme for Poverty Reduction 2003-2005 provided a national policy framework for measures oriented to poverty reduction in many relevant sectors. It raised the importance and stature of actions addressing poverty within sectoral programmes in a holistic manner and served as a co-ordinating mechanism for sector-specific poverty reduction measures. The programme had vertically decentralised implementation mechanism ensuring that programme actions reach out to its actual beneficiaries - poor and vulnerable citizens. The Programme had a status of a sectoral programme rather than a higher programme status, which reduced it potential impact. It was also lower in status compared to PRSPs in other countries. The Programme did not include additional financial commitments and was not integrated into the government budget process. Its implementation was dependent on regular sector budget allocations.
