Summary
The evaluation assessed progress towards this outcome: "A comprehensive approach to sustainable development integrated into national development planning and linked to poverty." Early progress towards this outcome in UNDP-Kazakhstan's 2005 - 2009 programme cycle is impressive. The proposed outcome is ambitious but could be achieved with skilful negotiation and coordination and a high level of political support. UNDP's contributions are appropriate, especially direct support to the government for the further development of the CSD and an SDS, the IWRM and energy efficiency programmes and a proposed programme for supporting "Localising MDGs" / supporting "local Agendas 21". The CSD and SDS are likely to require direct support beyond the currently proposed level of cost sharing. UNDP-Kazakhstan's human resources are its biggest asset. If they are to play the roles they aim to play - in resource mobilization and in policy advice and advocacy in particular - then they will have to work harder to hold onto their best human resources. The GEF plays a very dominant role in the UNDP environment programme's resource mobilisation strategy. Dependence on limited funding sources contributes to fragmented and non-strategic approaches led more by the priorities of funding sources than by genuine, national priorities.
