1 The project management team acquired a unique knowledge of EE project implementation that was not available in any other institution in Romania. The sustainability and overall impact of this Project would have been enhanced by a successful strategy to transition the PMT to a private sector enterprise. It is therefore recommended to include discernable exit strategy for the PMT already at the stage of Project Document design.

This issue was raised during the MTR and a number of potential exit strategies where suggested. Following the MTR, the PMT explored a number of potential exit strategies. This aspect will be however, strongly considered in future project designs by our CO.
