Recommendations
UNDP should accelerate the mainstreaming of the human rights based approaches in all of its programming. This could require ? Training for staff ? Increased cross-team collaboration ? Engagement with Government partners
UNDP should discuss with CICETE their common vision of how they will work together on future projects, and in particular their respective roles in identifying outcomes, assisting each project to reach them and accepting accountability for overall success.
UNDP should review current and planned project documents with a view to making them a usable guide for implementation.
The Country Office should train all programme staff in results based management. They should also train project counterparts at the outset of each project. For this purpose, they should prepare a simple implementers guide to results based management. Annual project reviews should be used to provide refresher training, to revise project documents in light of experience and to issue amendments to the manual.
