Summary
Purpose of evaluation: The project evaluation was primarily to assess the achievement and progress of the intended deliverables as articulated in the original project document, identify strengths and weaknesses of the project design, review the management arrangements and provide recommendations to improve delivery of outputs within scheduled timeframe and budget. Methodology of evaluation: The evaluation involved review of available HIV/AIDS literature and project documents and stakeholder consultations/interview with project staff and key individuals from National Aids Council, Department of National Planning and Monitoring and other relevant stakeholders. Findings of evaluation: While the project has produced remarkable results in the outputs (Leadership Development Programme, Gender Mainstreaming and Development of HIV/AIDS Workplace Toolkit) the managements arrangements including contractual and monitoring and reporting arrangement were seen as major setbacks in capacity/partnership building and visibility. Recommendations of evaluation: The evaluation recommended that the management arrangements were to be revised which should allow for improvements in procedural delays, relook at composition of Project Steering Committee and Technical Groups for the National Human Development Report, create synergies with other activities including UNDP Programmes as well as reorientation and capacity building of project staff/NACS.
