Response to issues and Recommendations of the Evaluation Report Page ix Section x Bullet 3: Page 19. Section v Findings Sub Section v.2.4.2 Efficiency and Section v.2.4.3 Project Impact The evaluators raise the issue of a mismatch of skills and assignment of UNV doctors. This assertion needs to be carefully examined. To ensure that there was no mismatch of skills all doctors were interviewed by a Placement Panel from the Ministry of Health to decide on placement of doctors. This panel included the Chief Medical Officer, MOH. It was UNDP's understanding that on the basis of documented academic qualifications and experience that the doctors were placed. There were a few cases where the Ministry of Health indicated that the skills of some UNVs were not at the required standard and both UNDP and the Ministry of Health sought to deal with these cases in a manner that was in the best interest of the project and the UNV doctor.
