Summary
In order to advance the Outcome, the Evaluation Mission recommends that UNDP develop a clear focus for its RoL programming related to a revised Outcome that would entail responsiveness based upon objectives and to articulate this in a new Strategic Plan for UNDP RoL. UNDP is encouraged to explore ways to expand its programming to geographic areas and locations in Sudan not yet reached at the local level by UNDP RoL including Northern State (Dongola), Nile State (Atbara), and Red Sea State (Port Sudan). In Southern Sudan, UNDP should strengthen its support to the budgetary capacities and BSWGs of RoL and justice institutions in Sudan regarding the process of devolution to the States set to occur in 2009 and its aftermath. UNDP is also encouraged to avail itself of local resources available in Sudan and expedite tender, bidding, award of contract and delivery of outputs. UNDP is encouraged to support the development of more legal information products as part of its RoL Access to Justice Project's legal information and awareness component. Additionally, UNDP should immediately partner with UNICEF to increase its outputs devoted to juvenile justice and corrections in Sudan. UNDP should also strengthen its outputs regarding customary law ascertainment in order to achieve the Outcome. UNDP is furthermore encouraged to redesign its RoL programmes to provide great focus on rights and remedies. An evaluation of key outputs and indicators has revealed a distinct need for UNDP to determine its RoL focus based on specific contexts and a clear policy agenda-this could include a shift from mere information and awareness about rights to information about the process by which those rights are delivered in Sudan through Sudanese legal remedies. UNDP should set clear guidelines, policies and standards for its JCCs and Legal Aid Network throughout all areas of Sudan in order to promote the sustainability of the JCCs and Legal Aid Network.
