Summary
Key lessons from this project include:  The value of using UNDP funds for capitalizing a fund will need careful consideration given that there are other organizations and agencies who are better equipped to capitalize and manage such funds;  Thorough project preparations are essential if a project is to meet its objectives. The impact of poor preparations can have adverse effects on project participants, and reduce the profile of a renewable energy program. In this sense, the lack of knowledge of UNDPs internal regulation regarding operation of revolving funds have adversely affected project implementation;  Close cooperation amongst donor agencies in the area of renewable energy is crucial to avoid overlap, for the efficient and effective use of funds, and to more effectively advocate for and promote renewable energies. On the other hand, the involvement of various donors and implementing agencies in one complex project comprising of different components, can lead to delay in project implementation when the rules and regulations of each agency are not compatible; and  For projects having objectives in the area of sustainable energy policy changes, high-level government commitment and willingness is a condition for the change to actually happen.
