Summary
The EMP intends to support the GOM efforts to reduce poverty under the Millennium Development Goals (MDG 1), with particular reference to the country's rural and remote areas. EMP has been implemented by the MIT. It has been focusing on the development and promotion of entrepreneurial capacity among small and micro producers at the grass roots level to draw national policy recommendations from the results achieved. From the design standpoint, the concept of EMP is simple and there is evident clarity and logical consistency between inputs, activities, and outputs. The 3 pillars' service concepts resemble the product development process. The empirical evidence confirms that the technologies introduced through training by the EMP are applicable in poverty reduction, with particular reference to Mongolia's resource endowments. The technologies emphasis is knowledge-based rather than mechanical technologies which require investments. Thus, they are low cost technologies with high productivity potential through the application of the product development process.
