Both Puntland and Somaliland developed sound operating frameworks, relationships and institutional capacity have been established. Teams are working to achieve results in difficult conditions. Some community participation exploited; good lessons learned; additional IPs identifies; sound understanding of environment developed; latent capacity for reorganization or scale-up. DDR concept should expand to Community Security approach which would incorporate the development of DDR preparedness, Conflict management/transformation measures at a community level, support to the reintegration to the victims of armed violence (youth, women etc.) and SAC. Also need for additional resources towards training and increased advocacy with government partners.
