2. Recommendation: Review and adaptation of the Project's Logical Framework Matrix (PLFM).

The project implementation team appreciates this recommendation as it concurs with the views of the project implementation team When reviewing the Project's Logical Framework Matrix the following circumstances have to be taken into account: (a) the type of the project (capacity building oriented); (b) the size of the project (medium); (c) the reduced budget (due to the rate of the USD) and the change of some preconditions / expectations As recommended, the number of indicators should be reduced to 2-3 verifiable and relevant indicators per outcome. EnEffect will propose draft version for joint revision with the international consultant. The draft will be prepared on the base of the MTE Report and its basic recommendations. New Project's Logical Framework Matrix will be elaborated in cooperation with the international consultant.

3. Recommendation: Calculation of CO2 emission reduction specific to the project outcomes.

The capacity building project focus determines predominantly indirect CO2 emission reduction. Investment components are very limited and intended to support capacity building activities. In accordance with the GEF Manual for CO2 emission reduction calculation EnEffect will propose some advance ideas prior to the involvement of the international consultant. Jointly EnEffect and the international consultant will propose methods for calculation of the project impact to the reduction of CO2 emissions.

Senior EnEffect expert, in cooperation with the project manager has been assigned to provide for a permanent monitoring and evaluation of project implementation in accordance with the updated Project's Logical Framework Matrix and with the agreed indicators. The monitoring and evaluation team will be acting in close coordination with the international consultant on CO2 emission reduction calculation.

5. Recommendation: Providing a training of architects and engineers to the 30 most active architectural practices in the country.

This approach has been already agreed with the Bulgarian Chamber of Architects. Joint preparatory work for the provision of targeted training seminars in ongoing. The signed ToR / contract with the foreign consultant should be coordinated with the draft ToR proposed by the mid-term evaluator. A study tour in an European city, where advanced practices could be demonstrated, may strengthen the work on the pilot projects and compliment the training workshops. Student's seminars may compliment the efforts for the penetration of new training programme in the existing university educational programmes.

Although this recommendation goes beyond the project scope, we accept it as useful and valuable one. As far as this task has not been planned in the project document and no time and financing for its implementation have been foreseen, its inclusion should be made on a substitution base for another task (see recommendation 6). This should be considered, when updating the Project's Logical Framework Matrix (PLFM).
