1. The South Eastern Europe Clearinghouse for the Control of Small Arms and Light Weapons (SEESAC) was launched in May 2002 as a joint venture of the Stability Pact (SP) and UNDP to support implementation of a SALW Regional Implementation Plan (RIP). SEESAC?s 2007-08 Project Document envisioned an evaluation to assess its impact and provide guidance for its future strategy in the region. This report is the outcome of that assessment. The need to appoint a new Team Leader, the rapid pace of socio-economic and political change within SEE and the evolving nature of some of the key partnerships, including the transfer of the SP?s responsibilities to a newly established Regional Co-operation Council (RCC) in May 2008, make this a timely undertaking. 2. A key conclusion of this assessment is that most major stakeholders and target groups in SEE would find continuation of SEESAC useful. However, a substantial re-orientation of SEESAC?s future activities and focus are needed, as well as a rebuilding of technical competencies (in SALW control and armed violence prevention) within the staff. A new Team Leader with strong diplomatic skills needs to be recruited as soon as possible, but the current budget can only support the position until December 2008. A number of recommendations are made for addressing SEESAC?s short-term and longer-term funding concerns (see recommendations 8 to13). Another key challenge highlighted in the assessment is the need to increase national ownership of SEESAC, including mobilization of participant governments to provide support (both financial and political) and to further strengthen national SALW control capacities.
