1 Evaluation recommendation 1. Ensure project implementation matches project design Flexibility should only be allowed where there is a demonstrable improvement to the programme if a different implementation strategy were taken.
2 Evaluation recommendation 2. Train implementing and responsible partners in reporting format The quality of submitted reports exhibited deficiencies, which led to delays in approval of further advances to project partners
