UNCT agreed with recommendations regarding need for more regular consultations with government and other stake holders; to prepare an enhanced M&E system and a risk map. The UNCT agreed to dedicate a special session to discuss the work of the UN in Tobago. The UNCT did not agree with suggestion to include financial funding targets. TT is a high middle income country. Some UN agencies rely 100% on govt funding to operate in the country. TT no longer qualifies to receive international development assistance and therefore opportunities to mobilize funds from international donors and govt are extremely limited. In May 2009 early elections were called and a new administration and government was installed in July 2010.

UNCT team attended UNDAF roll out workshop in April 2010 and prepared a UNDAF roll out map. Revised draft M&E framework completed in Nov 2009 followed by a Results Based management Workshop and consultations. 3. Resource mobilization options to support UNDAF goals remain very limited. Govt of TT is not interested and committed to providing more funding for UN operations in the country over and beyond present levels. The UNCT agreed hold a separate consultation with the government in Tobago for June 2010. The meeting did not take place due to change in govt.

UNCT agreed with recommendations to work on joint programmes and to seek greater political support from the government. The installation of a new govt in July 2010 has delayed the implementation of the UNDAF process and discussions for the preparation of a new UNDAF. In Aug 2010 UNCT held an strategic workshop to assess political situation and agree on next steps. The group decided to focus UN efforts on 2 joint programmes (Support to the achievements of the MDGs and support to development of social statistics). The Ministry of Social development is the lead ministry for the two programmes. The UNCT also agreed to work on joint UN advocacy activities to promote the work of the UN in the country particularly in all areas related to the MDGs and key campaigns.

UNCT accepted and agreed to devote more time and effort to producing knowledge products and to update existing and produce new communications materials to disseminate the work of the UN and to increase UN visibility. UNCT accepted recommendation to include staff from the UN agencies to participate and take a leadership role in the development and implementation of joint UN programmes and joint UN advocacy actions. UNCT agreed to expand the membership of the MDG theme group, the gender theme group and the joint HIV-AIDS group to non UN staff members with a view to widen public support and engagement at the programmatic level. .
