Recommendations | |
---|---|
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 1: It is necessary to continue to analyze the linkages between poverty and lack of access to justice in Mozambique. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 2: It would be useful to undertake a study to assess obstacles faced by poor in accessing justice in urban and rural areas prior to designing the next phase of the project. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 3: A monitoring system must be developed to continuously assess how the one-stop justice shop concept, aimed particularly at whether it is adequately serving the poor, is working. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 4: Based on the results of the monitoring of the one-stop Palace of Justice, it should be expanded to other provinces nationally. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 5: The district level focus of the project is an important innovation that enables the project to reach local communities directly. It should be continued and up-scaled to other provinces and districts. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 6: Local level assessments of justice capacities must be undertaken and should precede any interventions aimed at building/strengthening capacities of justice sector providers and also empowering communities with legal awareness. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 7: Coordinated, harmonized and sector-wide interventions should be undertaken to ensure that all components of the justice sector (judicial/prosecution/and legal aid and awareness) are taken into account. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 8: Improving access to justice at the local level should target strengthening of local level CSOs to enhance awareness and legal assistance to communities in order to complement formal justice service provider efforts. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 9: Initial capacity assessment should be used to develop robust monitoring systems at district and provincial levels. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 10: Ensure continued support for relevant studies and surveys in support of policy reform. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 11: Identify capacity gaps in justice policy (including legal and institutional frameworks), and develop interventions to strengthen them. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 12: Establish a mechanism to monitor justice policy implementation. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 13: Support aimed at strengthening coordination capacities at all levels (especially at district level) should be enhanced in phase 2. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 14: Expand legal awareness component of the project in phase 2. |
| COMPONENT 1: RELEVANCE AND CONTRIBUTION TO POVERTY REDUCTION Evaluation Recommendation or Issue 15: Expand support aimed at strengthening CSO capacities to conduct legal awareness. |
| COMPONENT 2. STAKEHOLDER PARTICIPATION AND PARTNERSHIP BUILDING Evaluation Recommendation or Issue 16: Annual work planning should involve provincial project offices to ensure that annual targets and activities are realistic and correspond to needs on the ground. |
| COMPONENT 2. STAKEHOLDER PARTICIPATION AND PARTNERSHIP BUILDING Evaluation Recommendation or Issue 17: Clearer reporting templates and training should be provided to all project personnel and implementing partners to ensure that reports are able to identify and capture progress and challenges in project implementation. |
| COMPONENT 2. STAKEHOLDER PARTICIPATION AND PARTNERSHIP BUILDING Evaluation Recommendation or Issue 18: Develop a mechanism/strategy for keeping stakeholders, including members of the public, informed regularly of the progress made by the project. The best way to do this is through supporting communication strategies in the parent institutions of the project to undertake this function. |
| COMPONENT 3: GENDER ASPECTS Evaluation Recommendation or Issue 19: The next phase should support both development and implementation of a sector-wide gender strategy for the justice sector with appropriate monitoring and evaluation mechanisms. |
| COMPONENT 4: MANAGEMENT ASPECTS/RESOURCES AND INPUTS Evaluation Recommendation or Issue 20: It is recommended that annual workplans be developed with the participation of provincial project offices and block disbursements made against these workplans subject to adequate accountability measures being established. |
| COMPONENT 5: RESULTS ORIENTATION Evaluation Recommendation or Issue 21: A clearly articulated implementation strategy should be developed in the next phase of the project. The strategy should spell out the roles of various stakeholders in the project, and include a monitoring and evaluation framework. |
