Comments: For the first time, the UN system in Cape Verde provide a comprehensive overview of its collective achievements in the country. The report which draws from the reporting requirements agreed between donors and the Multi Donor Trust Fund Office includes: ? Comprehensive reporting from all 18 resident and non-resident UN Agencies implementing activities in Cape Verde within the ?One Programme? during 2009; ? Easily understood programming themes divided into 4 thematic Axes and then further subdivided into 9 Sub-Programmes ? which correspond to the Axes and sectors in the Cape Verdean ?Growth and Poverty Reduction Paper? GPRSP-II (2008-2011). ? A description of the progress on UN reform at the country level under the ?Delivering as One? framework, demonstrating the beneficial effects of, and need for, a ?Cape Verde Transition Fund? to promote UN reform at the country level. ? A financial breakdown of expenditures by the ?Cape Verde Transition Fund? as well as by all other available UN financial resources.

UNCT is reinforcing qnd better coordinating, as part of the next programme cycle, all its support to the national M&E system and to the statistical system, as this support has been so far distributed over all subprogrammes with little iƧpact. The UNCT, upon suggestion of UNDP, is also looking into using Devinfo technologies for proper evaluation at all levels.

UN support has substantially contributed to data production at national level. The next UNDAF cycle is already integrating a multisectoral UN wide support to evidence based policy making, building on statistical systems strengthening. Analyses for the next UNDAF cycle are exclusively based on official national data.

The next PRSP cycle will be defined in the second half of 2011, at the same time with the UNDAF action plan for 2012-2016. Extesion of the current UNDAF to end 2011 had it as an objective to harmonize with national planning cycles, which is now a reality. UNDP is supporting the evaluation of the GPRSP II, and providing both process and content support to the definition of the next GPRSP (2012-2016)

In 2010, NGO partners and the association of municipalities are reprensented on the national steering committee, overseeing programme definition and allocation of ressources for the UN expanded window TF. They are key players in the planning and oversight mechanisms.
