1 Maintain the relevance of the human development reports is the most important variable in the strategic positioning and value generation. Is the variable that generates more value for its prestige in all areas of Bolivian society. It is essential to note that this institutional asset should be prioritized in any strategy as a higher value of the report.
2 Focusing on public target audiences and the development of specific communication campaigns is best way to maintain the relevance of human development reports.
3 The effectiveness of the report requires to strengthen its planning for reaching improvement.

We agree with the evaluators recommendation which considers that it is important to maintain the relevance of the reports which generate added value and strategic positioning thereof over two decades of production reports. The evaluation recommends maintaining relevance as the most important variable in this sense all the new reports that will be developed must be worked out and disseminated to reflect this relevance as a high quality product of the UNDP country office for the offer, demand and culture of Public Policies.

The recommendation of the evaluators about the relevance of reports focuses on targeting the same target audiences, this means a change that we would have to explore it, since our reports and campaigns were directed towards the population in general. However, we must recognize that the language used is quite academic and we could also see how to make the drafting of reports to be more accessible to sectors and target groups recommended by the evaluators. At the time of elaboration we will find ways to implement the recommendations as expressed by the reviewers to when they are finished and how them will be disseminated to maintain the required relevance.

Executives reports must be made as products for public officials, with public management language rather than academic. Short formats and practical for making executive decisions in the public officials.

The recommendations made by the evaluators regarding the brand "IDH", the format, language and timing of products, networks and the institutionalization of the report as tools to maintain and increase the effectiveness of the reports, they will be studied and discussed within the relevant staff in the office to view and to find ways to take these recommendations into account without losing the richness of the reports to be prepared in the future.

3.1. The Brand "IDH": An aspect to consider is the use of an acronym to identify "IDH in Spanish" which means the HDI Human Development Report generated confusion among the population, for example with the Direct Tax on Hydrocarbons ("IDH=Impuesto Directo a los Hidrocarburos") and the Human Development Index ("IDH=Indice de Desarrollo Humano"), it is recommended that the brand which was positioned primarily "IDH" within UNDP as a tool to identify the project that elaborates the reports, should be clarified in order to avoid confusions.

3.2. Product Format: Create products for each target group based on networks and priorities that each actor has. You should create academic products for technical spaces, groups of executives related to public decisions. Thematic for the actors of the civil society in the demand of public policies and educational for youth and others in the culture where principles and values are disseminated through the reports.

3.3. Language Products: The products must be written in languages and codes in line with the objectives of interest groups planned. For example: You cannot use the same "PowerPoint" presentation of the report in different regions or different scenarios academic, political and educational.

3.4. Frequency: The products must be consistent and diverse throughout the preparation of the report. It could publish separate chapters creating strategic alliances with each subject in different areas of society, so that later the report will be presented as a sum of various intellectual efforts and will be known into the society and internalized in a timely manner.

3.5. Networking: Each product report could respond or appeal to various interest groups, so it is important to approach each initiative to key potential allies to engage in the preparation and positioning of the ideas of public policy. Similarly, the partnership with academia, universities, schools and public institutions of education could develop educational materials to socialize in the report the values identified.

3.6. Institutionalize: The report has made great strides thanks to the various leaders who had, generating in the current the ideal time to institutionalize their work by learning everything achieved so far and channeling them into a model to be developed for future work. It is important to make a stop on the way to pick the best experiences gained, prioritize the issues that remain relevant and "put in the agenda" experiences with complies with the current agenda of the country.

3.7. "Only UNDP can do it": The Human Development Report is the most important brand on research and recommendation on public policies in the country and it is recommended by the evaluators to maintain impartiality in the work and research to remain in the main meeting place and pluralistic debate on the most important issues in the Bolivian agenda. UNDP is considered as an institutional agent who has an invaluable intangible and profitability brand which should be measured by indicators planned for future reports to take into account the real value of the UNDP brand patrimony, its human capital and its position in the Bolivian society.
