Recommendations
1 1. Within the DECRP and its Axes, clear describe (i) the main objectives, (ii) the expected results, (iii) the possible targets, and (iv) the logic of the choice of indicators. Consequently, develop the DECRP in a SMART logic, allowing the future analysis under the criteria of efficiency and effectiveness. Also, clear describe the logic behind the strategies being proposed in DECRP to achieve the Millennium Development Goals, as well as the connection with the reduction of disparities and inequities in the country. 2. For the DECRP III, in keeping a small number of Axes, identify for each Axis more than one objective, goal and/or target to be achieved; given that few Axes will necessarily encompass areas that are not always similar to be summarize in only one objective, goal and/or target. 3. Within the Government, when preparing the DECRP III, review the macroeconomic targets for the country, bringing a consensus on the goals, objectives and targets to be achieved. 4. Strength the indicator matrix to better reflect the content of the DECRP Axes (see recommendation 1), including a disaggregation of the most strategic indicators for the government, such as unemployment and poverty, by region and gender. 5. Harmonize the DECRP Indicators Framework with the country's statistical agenda, which is the responsibility of INE, ensuring the allocation of resources to it, and improving the dissemination and publication of data. 6. Develop a manual for monitoring and evaluating the DECRP III, and implement a monitoring system ? with a web interface - enabling the monitoring of the processes being implemented within programs and the key indicators, thus creating the possibility of evaluating the effectiveness and efficiency of the DECRP. 7. Permanently adopt a methodology for calculating the incidence of poverty in Cape Verde and its municipalities, empowering the INE in its calculation, monitoring and updating. Consequently, use this indicator in planning and managing public policies in the country. 8. Implement the recommendations made by the consultant group responsible for structuring the Quadro de Despesas à Médio Prazo (QDMP) ? Government Budget Medium Term Expenditure Framework ? including, among other proposals, to unify the government budget based on projects. 9. Finalize the harmonization between the DECRP, QDMP, and, consequently, with the Country Annual Budget. Also, work towards the implementation of a law that regulates the Annual Budget such as the Brazilian Lei de Diretrizes Orçamentárias (LDO) that adapts the multi-year planning to an annual basis, aiming. 10. To transform the ?Operational Budget? into a budget that can be allocated following the DECRP Axes, allowing its analysis. 11. Harmonize the beginning dates of the Government Programme with the DECRP, and guarantee that the Sectorial Strategic Plans are coherent with the DECRP. 12. To involve various government sectors and civil society in developing and monitoring the DECRP III, so that there is ownership of the document, and the overall strategy is seen as a coherent strategy for the orchestration of public policies. 13. Set the programmatic coordination for the DECRP III.
