Comments: Ongoing initiatives to strengthen UN programmatic and operational coherence, especially efforts to promote ?Delivering as One?, provided the context for the design of the project. Guided by the development concept of ?Volunteerism for Development? and the three activity areas identified in the UNV Business Model, the project deployed volunteers to integrate volunteerism in development and to augment the capacity of Resident Coordinator Offices in the eight ?Delivering as One? pilot countries ? Albania, Cape Verde, Mozambique, Pakistan, Rwanda, Tanzania, Uruguay, and Vietnam.

Recommendations
1 Given the fact that this was the final evaluation of the project, one of the key objectives of the evaluation was recommendation on the scale up or continuation into a second phase of the project. This was done based on evaluating the effectiveness, efficiency and the relevance of the project. In this context two options were presented by the evaluator. One, revamping the project to some extent before launching it again and second to consider the lessons learnt from the project and in future consider a different angle for UNV to engage in the DaO process.

The UNV management and the project board responded by agreeing on the second option. They decided to take into account all the lessons learnt from the project consider a different approach to engaging in the Dao process should the organization intend to move in that direction.
