Comments: This is a mid-term report for the results of a mid-term evaluation of the project Strengthening Capacity of Volunteerism for Development in Vietnam (VDVN). The project implemented with the support of UNV Vietnam and UNV headquarters is implemented by the Ho Chi Minh Youth Union (HCYU) and began in April 2009.It should be noted that a request for a "no-cost" project extension until December 31st 2012 has been formally requested by HCYU. It is anticipated that the project extension request will be granted depending on the recommendations of this report. Note: no Management Response

Project ended in 2012. While the project was trying to address the recommendations of the mid-term review the main issued remained: HCYU ? mainly for budgetary purposes found it very difficult to staff the VVIRC office sufficiently and in a sustainable way. This fact continued to have a negative impact on project implementation. A management response was not possible.

A Management Response was not completed at the time of evaluation and is being addressed now, in 2016. This evaluation and associated recommendations are from 2007/2008 and their current relevance is limited. In addition, there have been several improvements and accompanying guidance to UNV project management. However, as part of a planned meta-analysis of UNV evaluations this evaluation and all  associated recommendations will be consolidated and an overall lessons learned product will be developed from past evaluations.
