Weaknesses in the project documents and design of the previous National Climate Change Programme (CCP) and the African Adaptation Programme (AAP, which was a regionally developed programme), that were the subject of this evaluation, have been recognized. This may have been caused by the complex environment that the programmes operated in, including multiple donors, technical assistant providers and implementing partners. More effort has been put into the design of the new, follow-up Climate Change Programme, which runs from 2012-2016, and that resulted in a more focused and clearer Programme Support Document, with improved results chain and M&E framework. Under the present CCP, two GEF projects are currently being developed with close guidance of UNDP CO, in order to have clear and quality documents..The new projects have taken due account of availability of resources.

Some weaknesses in the reporting at Project and Country Office level have been recognized, which may also have been due to the complex nature of the programme, with multiple actors and funding sources. UNDP already has an improved and sound project reporting system. Efforts will be made to ensure that relevant staff are oriented in its implementation including the management of project information.

A lot has been already achieved in the national institutional set-up around climate change in Malawi, as is also recognized in the evaluation report. This still needs improvement and further strengthening, especially around the relevance and coordination of the different committees. UNDP supports the government in this effort through the new CCP, which has a dedicated Output on improved coordination.

Though steps have been taken in setting up effective coordination efforts on climate change, there are still weaknesses in pro-active government led coordination on this. This is being addressed in the present CCP, that has a dedicated output on coordination and on financing. This includes support to look into and eventually establishing a Sector Wide Approach (SWAp) on climate change, as well as a possible national Climate Change Fund, that could also drive the resourcing and implementation of the CC investment Plan, as it is realized that funding often drives better coordination. Government leadership will be fostered through further capacity building and design of SWAp.

Since the implementation of the previous CCP and AAP, that are the subject of this evaluation, there has been a sea-change in the awareness, will and capacity of Government to lead the planning and implementation of CC adaptation and mitigation efforts. The new CCP will build on that and further strengthen the governments planning capacity on CC, by strengthening the information management and planning capacities, including at national and district level.
