1 | An assessment of EGER and ABER relevance indicators clearly supports the interventions implemented by UNDP between 2008 and 2012. Since at the current time general socio-economic and security conditions in Somalia have not changed significantly, it is recommended that UNDP continues to fill the gap in development field aid support due to insecurity problems by implementing more sub-projects of the same or similar nature to those implemented by EGER and ABER. Merging the EGER and ABER projects under a single local economic development (LED) project umbrella was a logical choice considering the proximity of the objectives and intervention tools used in both projects. |
2 | Subject to cost constraints, a number of process improvements are recommended in order to ensure improved monitoring and evaluation in future variants of the ABER and EGER. Key measures to consider include the following: a. The provision of M&E training (including ?top up? training) for all project staff, including project managers b. The reformulation of output and outcome definitions and indicators, means of measurement and routine monitoring procedures, where appropriate c. The production of project specific M&E guidance, within the overall framework of UNDP?s corporate M&E guidelines |
