The project developed a M&E strategy in March 2013. A M&E officer was hired from Oct - Dec 2013 to initiate the implementation of the strategy. For the upscale, a M&E officer was budgeted in order to build on the work initiated in 2013, and ensure the implementation of a comprehensive M&E framework and action plan.

The upscale (YEEP II) is focusing on an institutionalization of the employment tools introduced by the project during the pilot phase, and on upscaling at national scale with full governmental ownership. New Activity Results have been introduced to the Prodoc to cover this dimension (capacity building of national institutions, effective adoption by the Governement of the 3x6 approach within the National Action Plan,...). An institutional framework is being developed. The upscale activities will feed directly into the implementation of the National Youth Employment Action Plan, therefore being rolled out within a national strategy. The transfer of know-how to national institutions trough joint implementation (e.g. with SFD and national training institutes) will contribute to output sustainability. Each recommendation is being taken into account in the scaling-up implementation strategy.

This option is being examined. Challenge: the profile of beneficiaries is very different for 3x6 (poor, uneducated, vulnerable) and for the job placement (educated, fresh graduates) In certain sectors, such as WASH, vocational trainining is an integral part of the project's 3x6 activities. Seen the high cost for VT, it is subject to funding availability.

UNDP has started during the pilot to link grants with microfinance: 20% of 3x6 beneficiaries in fact got access to a loan. In the second term of the project , all benefciairies received financial literacy training through a new partnership concluded with Silatech and GIZ.

YEEP II forsees a target for women enrollement (25%), and gender-sensitive activities in view of increasing women participation. The pilot was successful in empowering women, and some of the most successful businesses are led by women, however the participation rate has still margin for improvement.

A new training curriculum has been developed jointly with ILO. 25 Yemenis have been trained (TOT) to deliver this new curricula. A TNA was implemented for the job placement scheme. A TNA would be part of any new job placement activities. For 3x6, the new curricula was developed based on a training needs assessment. Surveys and databases to be applied subject to available funding. Trust-building training and exercises will constitute a considerable component in the first and second phase of 3x6.

Innovation does not necessarily rime with the limited capital available for micro-businesses (max $1200). However, within the given restrictions, the project will seek to diversify the businesses created by youth beneficiaries through systematic market assessments in the targeted communities. To provide missing commodities in local markets will be part of the market assessment targets.

UNDP is working towards institutionalizing such a mechanism. The business development services applied so far involved number of unsustainable factors. YEEP II will involve as many suppliers of business services as possible through available channels such as private sector, training centres, business consultancy offices, etc. UNDP will capitalize on the cooperation agreement signed with the private sector to channel mentorship schemes or business incubation to the beneficiaries. Instead of individual consultancies, a national counterpart should take the lead for the implementation of a market development approach.
