1 Key Recommendations made in the Final Evaluation: For the Shanghai FCBs, it is recommended that the testing program be accelerated in order to attain the planned 200,000 km.
2 Key Recommendations made in the Final Evaluation:It is recommended that the 3 Beijing FCBs be preserved in good condition.
3 Key Recommendations made in the Final Evaluation:It is recommended that the Shanghai PMO secured municipal service permit expeditiously for the 6 FCBs purchased in this Phase II project.
4 Key Recommendations made in the Final Evaluation:It is recommended that in the preparation of the Phase III proposal, the project team shall endeavor to evaluate which FC hybrid technology/manufacturer to commercialize in China in order to adopt the most optimal and economical FC hybrid technology for commercialization in China?s cluster cities and urban areas.

Cooperating Agency?s Response to key Recommendations of terminal evaluation:The total mileage at the time of the Final Evaluation was 183,558 km as of December 13, 2011. Without the municipal service permit, the 6 Shanghai FCBs continued their test runs to attain the planned mileage by using weight dummies instead of live passengers in order to avoid accidents with passengers on board. Key future actions to be taken in response to Key issues raised and Recommendations (if any):By January 15, 2012, the total driving mileage of Shanghai FCBs reached 201,196 km, reducing 216,487 kg of CO2 emission. Cooperating Agency?s Response to key Recommendations of terminal evaluation:3 FOTON FCBs, procured under the National 863 Program, have been parked in the Beijing Hydrogen Park so that visitors from both local and foreign sources were able to experience riding the clean, noise-free, and comfortable FCBs. Cooperating Agency?s Response to key Recommendations of terminal evaluation:Without the municipal service permit because of the imported hydrogen storage tanks, but this issue can be resolved in the expanded demonstration under Phase III. Alternatively we could adopt the hydrogen storage tanks from the local manufacturer. On the other hand, the standard and regulations of the imported hydrogen tanks will be gradually improved for practical development in the future. Key future actions to be taken in response to Key issues raised and Recommendations (if any):The Project team will make policy suggestions to both Beijing and Shanghai Municipal Governments to develop technical specifications and standards for imported hydrogen storage tanks so that future FCVs to be deployed for FCB-III will be given service permits without any delay. Alternatively hydrogen storage tanks provided by local manufacturers could be used on the FCV for FCB-III.
