Recommendations
1 The multi-layered resource management system for the project ? comprising of the COPAC Secretariat, UNDP, the COPAC Management Committee and the Project Board ?was effective and tight and ensured the efficient utilization of resources. UNDP should use a similar system in managing other project resources. This would go a long way to ensuring that whatever resources are marshaled for projects are utilized with the greatest sense of transparency and accountability.
2 Although the support was limited to drafting a constitution which laid the foundation to both the Rule of Law and Constitutionalism, it is recommended that UNDP open its doors to requests for funding to engage in civic education on the contents of the constitution with the view to entrenching constitutionalism and rule of law in Zimbabwe.
