The reason behind this is the change of team at the project management unit level during implementation phase of the project, in addition to all difficulties faced at the beginning of the project that caused delays in all project aspects including board meetings

At the design stage of the project, it is important to forecast and capture externalities that needed to be accounted for, yet, many of such externalities can be in a form of uncertainty, this can be cumbersome to account for and can be confusing during the implementation phase
