Recommendation 1:  

As the price of industrial natural gas decreased by 0.7 RMB per cubic meter, the contract price of biomass pellets is almost the same as that of natural gas according to the estimate of the pilots. This means biomass pellets has no economic advantage against natural gas and is not ready for large-scale promotion at the moment. Recommendation: revise the plan as follows: close the project as soon as the pilots with EIA permission (the pilots in Guangdong & Jiangsu) are established and start to run (June 2017 according to the plan).

On-going projects with granted funding will be carried on with limited pilots (small instead of big samples) for research; projects that are not activated will be aborted.

Take good care of the project transition, while the revised master project documentations should be confirmed by three parties of the contract. Communicate and work friendly with contractors of sub-projects for contract revision, try to avoid unnecessary law dispute

Carefully review and advertise the established pilots, the monitoring data of pollutants should be made public particularly, thus clear public doubt against biomass fuel industry

On April 26, 2016, UNDP, CICETE and ACEE held a meeting on plan revision. The main revision confirmed as supplementary agreements is as follows: on-going projects with granted funding will be carried on with limited pilots (small instead of big samples) for research; projects that are not activated will be aborted.

Shall carefully review and advertise the established pilots .As the pilots in Guangdong  has shut down for lack of energy needs,  the pilots in Jiangsu  shall start to run at June 18,2017, this work will be carried out when conditions are met.
