1 UNDP should take full formal responsibility and direct control over project implementation (Direct Implementation Modality)

Management Response: UNDP has initiated a dialogue with the implementing partner in order to secure the agreement and cooperation with regard to change of implementation modality from NIM (with advances) to DIM. On the same time, UNDP country office has taken the necessary steps for HQ DIM clearance and authorization.

Noted. Working with apartment owners associations has proven difficult due to their inability to function coherently, as the private apartment owners most often than not have different opinions. The project will identify- with the support of local authorities representatives member in National Steering Committee- those association of apartment owners in low income areas that are willing to engage in EE activities.
