Recommendations
The project together with government and relevant stakeholders should build an appropriate exit strategy for sustainability, involving an ownership model among the local governments and project beneficiaries.
Project interventions should take into consideration gender differences to guard against mal adaptation
The pilot projects so far implemented, are small and scattered in nature to create meaningful impact. Geographical spread should be limited with future pilots.
There is a need of harmonization of operational modalities which could explain the differences in buy in of the project between IUCN sites and UNDP sites
The National Project Management Unit should be responsible to the National Project Executing Partner (in this case MWE) so that it is not associated or viewed as an appendage of one of the implementing partners to the exclusion of others.
: Projects Coordination Account at MWE and Project Implementation Account in Mbale could be opened so as to close the delays in the disbursement of resources.
There should be recruitment of a Communication, Documentation or Learning Manager with GIS skills to enable more sharing of achievements and lessons learnt through publications, mass media and internet.
There should be comprehensive scrutiny of all groups/grantees before selecting pilot groups coupled with closer monitoring.
There should be upscaling of activities based upon the Pilots and this should be initiated as soon as possible so as to avoid losing the momentum which is being generated by current project activities.
1. Recommendation: The project together with government and relevant stakeholders should build an appropriate exit strategy for sustainability, involving an ownership model among the local governments and project beneficiaries.
