Justification: A mid-term evaluation was completed in 2016 (Support to Transitional Justice Process (Phase II), as of August 31, 2016). According to UNDP rules (POPP), for projects of less than US $ 5 million, only one evaluation is mandatory, intermediate or final, subject to requests from donors. The contract with the lessor does not mention the need for a final evaluation. Please also note that this is a political touchy project, as the Dignity & Verity Instance ended its mission (and was dissolved) in 2018, 31th of December) and was under fire of critics on its rôle. A note to file is uploaded to justify the cancellation.
