1. Recommendation: Need for donors to provide financial support to the Commission.

The recommendation is noted and is an important one as resources both financial and human are critical to the existence of and enhancing overall capacities of the Commission to effectively implement its constitutional mandate as well as sustainability of the support and achievements already recorded as result of UNDP support to the ZHRC from the time the Institution was established in 2010.

1.3 As part of technical advisory support UNDP has been providing assistance to the ZHRC to mobilise additional resources from various existing and potential donors and critically from the Government of Zimbabwe. A Resource Mobilisation Roundtable has been planned to be hosted and bilateral engagements are ongoing with various potential donors and with the Government to support these initiatives. 2. Recommendation: Investing in Capacity Building of the Secretariat.

The recommendation is taken on board as part of UNDP?s ongoing support to the Commission taking into account that the Project provided technical and some financial support to the Commission for recruitment of the Secretariat staff which came on board almost four years after the swearing in of Commissioners. Skills and knowledge building of the Secretariat is crucial to effective implementation of the mandate of the Commission and for sustaining the investments from the support provided by UNDP since 2010 which has contributed significantly to the existence of the Commission.

While the recommendation is noted it is directed towards the Government of Zimbabwe who has the obligation to support the creation of a collegiate commission in line with the Paris Principles. However UNDP has been using its convening power to create spaces for continuous engagement at Commission meetings and Project Board Meetings between the Commission and Government. Within the resource mobilization initiatives with donors, some considerations are under discussion for options to support and address in part the incentives for Commissioners and Secretariat.

4. Recommendation: Building Capacity for Donor Coordination.

The recommendation is noted. UNDP has successfully engaged the Commission?s policy makers and management team to enhance rationalization of existing support from various partners with specific activities and technical support being assigned to UNDP and the partners based on the comparative advantages of the different organisations. The Strategic Plan for the ZHRC developed adopted with technical and financial support from UNDP, and ongoing resource mobilisation engagements provide additional strategic opportunities for rationalization of support and critically best practices for management of the Commission?s financial support from various partners. UNDP has an excellent track record for the basket funding/ modality/coordination based on successful in-country experiences such as the Constitution-making process

The Commission has developed a composite workplan (shows what each donor is doing) as a follow-up to the strategic plan, and are initiating a donor development partner forum where they will ensure that there is sharing of information and experiences on the support being received. 5. Recommendation: Ensuring buy-in from the Government and the Public.

The recommendation is noted. It will be primarily implemented by the ZHRC. While there is indication of political will from the Government to support the Commission, UNDP has used its comparative advantage, cordial relations existing with Government and technical expertise to assist the ZHRC to engage in sustained constructive dialogue and advocacy with the line Ministry ( the Ministry of Justice, Legal and Parliamentary Affairs) and relevant government departments and ministries for the Commission to become visible and to build mutually beneficial partnerships highlighting the crucial role of the Commission?s work to contribute to overall good governance and development in the country. The adoption of the founding legislation for the Commission and purchase of permanent offices for the Commission are some of the results of the UNDP supported initiatives. Adoption of the Strategic Plan of the Commission supported by the UNDP will provide more systematic approaches for the Commission to engage the various key stakeholders and the public in addition to dialogue and advocacy platforms opportunities/platforms provided by the Quarterly Project Board Meetings, the national UPR Processes, Annual Statutory and related Monitoring Investigative Missions by the Commission to various facilities by the ZHRC.
