1. Recommendation:

Implement a comprehensive cross-sectoral program involving other UN agencies and other partners to reduce gender inequalities

Cross sectoral programme would not be an effective response. Instead, CO is promoting gender equality through all pillars of the Country Programme Document. As such, many projects were upgraded from GEN1 to GEN2 given their significance in terms of promoting gender issues and gender equality. Therefore, the CO response will rather focus on strengthening the focus of the current programmes on gender equality while ensuring synergies and complementarities where two or more sectors intersect eg legal aid, civil registration, etc.

In 2015, UNDP has launched a comprehensive ‘Support to Civil Registration System Reform in Tajikistan’ project which involves UN Women and UNFPA based on their comparative advantage. The reform is focused on reducing gender inequalities in the civil registration sector.

Governance, Rule of Law and Human Rights pillar is already consolidated into main blocks: border management, rule of law and access to justice and civil registration. The recommendation does not apply to the current programme set up, but is valid for future programmes/projects and will be duly taken into consideration

UNDP is currently working the existing national information systems to create and generate reliable and accurate data for enhancing M&E.  The commitment to improve M&E is reflected in the current Country Programme Document as per which enhancing national staff capacity is envisaged.
